Dealing With Disappointing Artisans

We all have those artisans i.e. mechanics, carpenters, electricians etc, that will keep u waiting endlessley for them to come render services. Many times, these are services that you have even paid for.
Your mechanic comes, removes your car compressor and tells you he will be back the next day to fix whatever the problem with your car is. You put all you have have to do on hold and dedicate the next day to your mechanic. You wait all day the next day, but your mechanic doesnt deem it fit to make an appearance or place a call to explain whatever predicament he has found himself. First day, second day...till the fifth day!!! You call him and he keeps telling you stories. At some point he  chooses to reject your calls,as you have become a pest!
What do you do to this mechanic when he finally shows up?

Or the printer that you have paid to print on souvenirs for your dear friend's wedding. He tells you the souvenirs will be ready two days before the wedding and you put your mind at rest. On the appointed day, you visit the shop and you dont meet him. His apprentices say they dont know where he kept your souvenirs. You call him and he tells you to come back the next day. You go there early the next day, which is a day to the wedding and you meet the printer. Your goods are not ready and the printer has not even bothered to print
Mind you, you have made a 70 percent down payment. You express your disappointment and the printer tells you you can have your souvenirs and your money back.
Will you collect them knowing fully well that he has wasted your time? Or will you insist he prints? Or will you threaten to arrest him?
You make a fuss and people around the shop start begging. What will you do?

Many stories abound of artisans that intentionally decide to disappoint their customers.
Are you an artisan who does this? Why?
Are you a customer who has been disappointed? What did you do?
